He is showing you he has no respect for you or for the occasion. I would not lie and tell him to be somewhere an hour earlier..I would tell him where you are supposed to be and the time you are expected to arrive.



If he doesn't pick you up at the appointed time, I would let him know that you are going to attend without him. And he is not to show up at all.



If this doesn't work, I would sincerely kick him to the curb and write him off as a jerk.
